3. Functions and Duties of Registrar: In addition to the functions and duties mentioned elsewhere in these Rules, the functions and duties of the Registrar shall be as follows:
(a) To give direction to the local registrars on registration of personal events.
(b) To take necessary action on complaints made against the local registrars, accusing them of lingering the informants unnecessarily by not registering the personal events in due course of time or by not issuing the registration certificate.
(c) To give permission to the local registrars on the correction of the details of a personal event already registered and alteration of a name already registered.
(d) To specify the format of monthly statement of personal events registration to be forwarded by the office of the local registrar.
(e) To give necessary suggestions to Government of Nepal on the statistics of personal events registration.
(f) To prepare annual reports on personal events registration and submit to Government of Nepal.
(g) To carry out necessary functions to fulfill the objective of the Act and the Rules in respect of registration of personal events.
